(English Language Training Provider)

English Language Provider – Emergency Department (ED) and Intensive Care Unit (ICU), Hospital Nacional Guido Valadares (HNGV) for Regional Emergency and Critical Care Systems Strengthening Initiative (RECSI)

Duration: approximately 19 days over 3 months, possibility of extension

Available budget: $10,000 AUD

Location: Dili, Timor-Leste

Reports to: RECSI Project Coordinator, Menzies Timor-Leste

Commencement: approx. 10th August 2025

Open to Timor nationals and international organisational or individual providers, open to qualified volunteers that meet the selection criteria and available in-person.

Background

The Regional Emergency and Critical Care Systems Strengthening Initiative (RECSI) is dedicated to enhancing the capacity of emergency and critical care systems across Timor-Leste, Papua New Guinea, and the broader Pacific region. Supported by the Australian Government through the Partnerships for a Healthy Region initiative, RECSI collaboratively works to build resilient and equitable healthcare systems across the Pacific, capable of delivering timely and effective acute care in response to evolving health challenges.

In Timor-Leste, RECSI is focused on supporting healthcare systems, especially emergency and critical care at the National Hospital in Dili. By supporting local clinicians and healthcare institutions, we are aiming to enhance workforce capacity and assist in building sustainable healthcare systems that will improve quality of care for those in need.

Menzies Timor-Leste works with the Timor-Leste Government and partners to strengthen health systems for responding to priority health challenges, with a focus to strengthen capacity in clinical, surveillance and laboratory settings, emphasising the importance of the health system working together at both the individual patient and the public health level.

 Position Summary

RECSI implemented in Timor-Leste by Menzies School of Health Research, Timor-Leste (Menzies Timor-Leste)   seeks a provider for delivery of English language to HNGV’s Emergency Department and Intensive Care Unit as part of the overall program objectives of RECSI.

The provider will be required to design a tailored course and scheduling for specific context, implement and evaluate (placement and course completion examination). The provider will consult with HNGV Department leadership to ensure and RECSI Project Coordinator to ensure the course is fit for purpose and meets the needs of participants.

Objectives and scope of work

Responsibilities:

  • To enhance basic English language skills of ED and ICU staff at HNGV.
  • To support professional development by ensuring foundational communication abilities in English.
  • To provide straightforward language training that is relevant to everyday interactions in the clinical environment.
  • Work in line with the DFAT policy frameworks on gender equality and disability inclusive development.

Selection Criteria

The English language provider must:

  • Be certified to deliver English as a second language (e.g., TOEFL, IELTS, or equivalent certification).
  • Proven experience in adult education or training, preferably with a background in teaching basic English language skills.
  • Be flexible with scheduling to accommodate shift-based staff including availability outside of standard work hours.
  • Be able to deliver sessions on-site at HNGV, with own transport.
  • Provide learning materials and regular progress assessments tailored to basic language improvement.
  • Proven ability to meet deadlines.
  • Available from August 2025

Schedule

Following an initial probation period of 3 months, the program will be reviewed and possibility of  extension.

Hours per week: approx. 4-6 hours (to be determined with successful provider)

Reporting and Coordination

The provider will report to Graciela Periera, Project Coordinator RECSI, Menzies Timor-Leste, and work closely with the ED and ICU leadership teams to ensure that the training meets the staff’s needs.
